I feel you're describing the Denon D2000/5000's, though they're long discontinued. You may be able to find a pair on the marketplace near your budget. Can't think of an in-production equivalent.- MannerPylon

Need small amp between iPad and HD-600s.
Almost any standard amp will work for this, though for best sound quality you really should be using line out from the ipad to bypass the built in amp.- MannerPylon

If you set on using bluetooth from a phone, you can just buy a pair of powered speakers and attached them to a bluetooth receiver. A bluetooth audio receiver will run you about $20 and you can use the rest of the money on a nice sets of active speakers.- MannerPylon

I would recommend you look into the AAW W500. I've never heard them personally but people rave non-stop about the bass on those. EDIT: Oops, forget you said you wanted universals. At this price range I doubt you'd really notice a difference. All you're looking for is a good, solid connection and pick the connector that won't put as much strain on the cable.- MannerPylon

I would be wary of anyone telling you flat out that a pair of headphones is "better' because they're planars. They're a different sound, which is up to you to judge if you do. A magni or O2 are an easy budget amp recommendation, it's also good to just have a "cheap" amp around just in case you need something in a pinch or for travel. I've got a nice little Gilmore Lite that I keep around and am very happy with. They're good for the money if you can find them...- MannerPylon
