The 'mostly' is that I can only get it to see tracks on the same device as the playlist. That is, a playlist located in internal storage only shows tracks stored there. Conversely a playlist stored on the card only shows tracks stored there.
I tried turning the 'use relative file locations' on and off -- didn't fix it. When using relative locations, I get a file which has the following:

I suspect that your Mac saves these playlists with 'Fully Qualified Names' for the filespecs. My problem is that I don't know the syntax for referring to the two devices in a file spec that will be recognized on the player.
Any chance you could look at a playlist that plays files from both internal and external storage on your device and post a couple of filespec examples (one that points to internal storage, and one that points to a track on the card) ? You might have to turn 'relative file locations' off to get a complete example set. It's probable that when you save the playlist from mp3tag to your computer, the file specs are complete, not relative, no matter what.
BTW, unicode vs ASCII doesn't seem to matter (.m3u vs .m3u8), but 'write extended information' is required.

Edit: Yep, I just created a playlist with MP3tag to confirm.
What I do:
1) Connect micro SD card to computer via memory card reader (connecting the player via USB should work similarly)
2) Open micro SD card in Finder (I'm on Mac - Windows Explorer if you're on Windows)
3) Drag files into MP3tag
4) Files > Playlist
5) Browse to the location on your player/card where you want to save the playlist, name it, and then save it as a .m3u8 file. Once you save it to your player/card, you can't move it as it'll break the playlist. Another option is to save it to your desktop, then you can drag the playlist file anywhere to your player/card.
