best bass headphone under 300$

Ultrasone HFI-580.  I don't think they can match the XB700 in sheer bass presence, but these are some of the best bass centric cans that you can get for the price.  Can't vouch for the others in the Ultrasone lineup, but the 580s are nice enough without an amp.  Can't comment on prices in the Middle East, but here in the US they come out to about 120 dollars.  Get a nice porta amp, and you'll be able to get great sound just about anywhere.  If that doesn't float your boat I'll toss in with the XB700. 
 
Extra:  The Beats by Dre are considered a bad value by many members here.  They tend to fall flat against many other headphones in the same price range.  You can likely do much better.

 just get the Sony Xb700, even the xb500 has biigg basss.
also theres the Panasonic HTF600, in my opinion has better sound quality than the XB700 (i got both), also got the Beat's Pro.
 
If you have the money and dont care spending a lot of cash on a Can, buy a Beats Pro.
If you dont want to spend a lot of money on a phone and want the same big bass,  buy a HFT600 or a Sony XB700/500, all of them have BIG bass.
 
the Beats Pros have a good sound the problem is that you paying WAAAY to much money.  i am happy with my HTF600, gots all the bass that i need for 30 bucks

My advice, (and Tyll from InnerFidelity's, huge headphone reviewer) is to forgo the XB700s and get the XB500s. One, they're cheaper. Two, especially in your case, they have more mid-bass (the boomy stuff). Thirdly, the XB700s have a nasty treble peak that the XB500s don't have.

There's the InnerFidelity review, complete with graphs and charts, of the XB500 and the XB700. The Beats Studio (studio...or the Pro...I can't remember) are regarded as being kinda muddy around here, but that may be the sound you want.

i heard one and its really bassy for me, i put it down immediately xD
 
if the OP doesn't mind IEMS, he can try hisoundaudio POPO... waaaay bassier than an xb500 and beats studio combined. i might be exaggerating here but it sure is bassy!

buy an E11 if you want super extra bass. and combine it with beats studio or xb500 or xb700!
 
if youre into multiple amping, which is definitely not recommended by the way, buy 3 E11 then pair it with your headphones! make sure to turn the bass switch to max

If you're doing your listening on Android/iOS, there are plenty of apps called equalizers that you can use to boost bass.

If you're on PC, you can use an EQ too.
