I've never listened to the Takstar HD6500, but I would expect the Takstar HF 580 (planar) headphones to sound better.
(I own the Takstar HD6000 & HF 580).
The Drop (Massdrop) Hifiman HD5XX are really good for their $180 price.

Hifiman HD5XX ( planar) a needs an amp ? or it can driven from the usual ports in laptop and computers?

They are only 18-Ohms, so should not need much voltage to drive them.
So my $25 FiiO battery powered portable headphone amplifier would drive them.

Absolutely not, it will sound bad.
HD5XX has very low sensitivity - 93.5dB, so you need a proper amp, regardless of the low impedance.
The lower the impedance, the more current will flow, and small amps are not a great source of current.
Driving voltage is much easier than driving current.
will a Forsi Audio q4 be a better choice?

No sound card will handle such headphone.
You need watts, not volts. Every DAC can put out 2 volts RMS (it's the standard), even without an amplifier.
ok my problem is that i have a 32 ohm creative headphones... my PC onboard audio ( no dedicated soundcard) , its rather soft with many games.. But when i try a IEM the sound is loud and clear. since iems dont need so much power

But when i tried a $9 Realtek USB C dongle on my laptop with the creative headphones the volume increased slightly and so did the sound quality became more clear and bass is more fleshed out. using the same dongle on my desktop PC USB A port , the sound remains unchanged. so on the laptop, the USB C seems to be providing more power to the headphones

Any idea how to solve this problem of the headphones being a bit soft on my desktop PC

Try connecting the dongle to one of the amplifiers I listed. Set Windows and application volume to 100% - this will make the dongle work in DAC mode.
Control the volume on the amplifier.

Absolutely not.

The spec is completely fake:

There is no chance it can drive 3.8 watts into 600 Ohm
They don't even know difference between "voltage" and "wattage".
wow thanks man....

which i was suspicious too ... but can u recommend me a USB dac which is affordable ? I am looking at this :
