   Apparently Samsung messed up on the USB hardware, when a USB device draws above a certain level of current the S3 can self destruct, hence the powered Hub protects the S3. 

 
Wow, surprised to read that, as I thought the Galaxy S range was one of the better handsets for usb audio.  At least that was the impression from occasional visits to this thread.
 
Anyhow, If I bought the S3, I would definitely want to install a custom rom (such as CyanogenMod) to improve the phones everyday performance.  Would that change usb audio in any way?

I haven't heard the one you linked, but the Ibasso D-Zero isn't bad for $100 - it has its own battery and will likely drain the Android less (make sure to leave the Charge switch on "Off" - I've made that mistake more than once), also has enough power to drive fullsize headphones well enough owing to its own battery and a full portable amp circuit. As for the DACs, I suppose the any of those DACs themselves as long as they work will be better than most mobile devices - my non-Wolfson S3 (not that the Wolfson sounds fantastic, it's just that I know for sure that mine doesn't) sounds a lot darker on my IEMs (louder or not, doesn't matter), and my iPad while better on the treble has a hint of graininess (doesn't really bother me though, but when I come home after using it for a day then switch to my reference system, the latter just sounds cleaner).

+1 on the D-Zero. Would be much more popular around here at $300, IMO. Meier PCSTEP is very good as well.

but my budget will be like 50$ so i was searching and have found only the HIFIMEDIY SABRE and stoner acoustics UD110 DAC in that price... but i dont know which will work best on android... if there are real differences for beginners on 16/48 and 24/96

if you can find one stoner's UD110 V2 is android compatible with many devices most for that matter. The new UD120 is compatible only through UAPP application because of it's higher bit and resolution I believe. I do not think the sabre dac is compatible.

O you are talking about the android specfic ones that are 48khz and 16 bit from Hifimediy and yes those are suppose to be good for the price, imo easier to find than the UD110 v2 , but I believe the UD is a better DAC, in my comparisons with other DACs I did not find it far behind the ODAC in sound quality. But the Sabre android DAC and or the Sabre mini( which is a standard usb plug type fo teh android Sabre dac but it is also able to work with android with the adapter to micro us.) So if you are planning on using this strictly with your phones micro usb port then I suggest the sabre android dac, but if you want to use with pc and or laptop then get the mini version which I can link you if you do not see what I am talking about. Both sound the same.

Yes but i will not loose quality with these on android cause they are Accepts up to 48Khz/16bit and not support 96khz/24bit, with 96/24 i will not have more quality reproduction?

Just want to share with folk that the latest firmware/OS update to 4.4.4 on Moto G (3G) has cured all my ills in having to restart with DAC (Stoner Acoustics UD110 v2) attached every time in order to have OS control of volume of audio. As of now this DAC is plug 'n play with Moto G for all system audio including 3rd party apps (Play Music, Spotify, ES File Explorer, Nexus Media Importer, Soundcloud etc.) with system volume control fully functioning, and it even appears to still function as a phone aswell ; ), which is a bit of a bonus.

Run CM11 on both devices and you will be able to use the E18 System wide.
 
Im running CM11 on my 2013 Nexus 7 using a UD110v2 and a JDS LABS Cmoy BB v2.03 without issue.
