I tried adding the 650 and 600 (AMZ as seller) to my cart, and there was no price change.
 
Not too worried as the 650 is the same price I just paid, but the 600 is $10 cheaper. No big loss, I suppose...

Going by the reviews this is an older sub (2013) that they are trying to unload.  

I'm pretty sure that they already sold out of those and would take their word that they are doing a "limited run" like they say on their website ad. So this is not "old stock." As far as the "age" of the design, that's not relevant. After all, the HD600 was released in 1997 and HD650 in 2003.

I won't jump into the SVS vs REL camp as I believe they serve different purposes.  I will say though that there is no reason why a 400w 12" sealed sub cannot play a larger area than a desktop setup.

If by that you mean that there are HT subs and music subs, that idea has been fairly well debunked by the subwoofer enthusiast community (although audiophiles who read audio trade magazines still buy into it). As for playing a larger area, it is a small compact sealed sub. Good for bedroom or small living room at moderately loud volumes.
