I cant identify the headband, but they have been modified to be spiky for Visual Kei cosplay purposes. Perhaps even constructed from scratch

There dressed up as members of Dir en Grey in their pv: Raison D'etre. The song definitely doesn't sound as heavy as the video looks. A fan of Japanese anime/games/visual kei will tell you its called cosplay but dressing up at events is basicly what it amounts to.
 
If Japanese culture and those into it didn't come off as so pretentious there would be more fans. Not even gonna lie...  ==
