They were kept well under wrap -- despite hundreds of attendees every year from around the world -- for decades. As far as I know, their meeting minutes have still never been leaked to the public. Similarly, MK-ULTRA remained secret for 21 years, despite thousands of individual participants across two countries, a budget that once made up 6% of the CIA's total annual spending, and at least one death. |
