DIY M3 used or through known builders like Rockhopper and such.

M3 or PPAv2, depending on your taste. Hard to think of a better amp for this budget.

You're not going to get anything good for $400 short of DIY.

The HD-800 is extremely sensitive and revealing - small flaws will be heard.

Good question..Never heard the HD800 with the CTH, while the CTH is a very fine amp, much better than the Ck2III IMVHO. However i think a SOHA-2, EHHA would be better suited. If on a budget then the CTH might be a decent choice. However they are harder to come by.

They are all good choices, the OP will have to cycle through a few amps to find the one that works for him best. Probably should throw in the Bijou as well in the mix.

Looks like Matrix M-Stage is a clone of Lehmann Black Cube Linear.

Among many amps I auditioned HD800 also with BCL and although i found that Violectric HPA V100 was quite better for me, BCL can definitely drive HD800 quite well so Matrix being well below the $400 might be the best low budget amp for HD 800 ??

The Elekit TU-882R, a kit amp, was surprisingly good with the HD-800s.

See this thread.

Chasing the 800 with budget amps seems like a futile mission, IMO. Why not save up and get them some quality amplification and then be able to drive them to their potential? If not possible, I'm not sure why one would own that level of cans and then cheap out on the amp???

I second that... This is why I ordered a WA 6 SE last week... I bought the
HD800 last year...used the ASL in the meantime, but knew I had to upgrade..

Dynalo does a very good job with HD800.
