Will a pair of  ATH Pro 700 MK2 be a decent upgrade for my newly bought M50s?

I love my M50s but more bass would be grate plus the detachable cable sounds great when on the go.

Considering DT-250 Velour pad upgrade as well.

Yes. The Pro700 MK2 is an excellent upgrade from the M50 if you want a lot more bass. I can honestly say it might be the most bass heavy pair around $150. This is unamped of course, when you consider amping it's tough to say because other headphones not normally as bassy can really shine.

From what I've read in terms of impressions (quite a few have written M50 vs pro700 mk2 comparative reviews already) the pro700 has meatier bass and slightly better mids, BUT at a cost - the overall (from bass to mids to treble) sound is noticeably less refined than M50's.

Take it what you will. If you are listening from FLAC files then it's probably not a good "upgrade" in terms of overall sonic improvement, however if you are listening to 128kbps / 192kbps mp3s straight from an ipod then it's mostly not noticeable.

Well i have a Cmoy amp and im making a Millet Starving Student Hybrid Tube amp, Would that be enough you recon?

Possibly... give me more info though. Are you planning on wearing these out and about or only home use? I would only recommend using the DT770 for home use because they are pretty big on the head and don't fold up or anything. The Pro700 MK2 folds up just like the M50 and looks relatively normal when worn in public. However, comfort with the DT770 is amazing due to the velour pads. The stock pads on the Pro700 MK2 are utterly terrible and don't even fit around the whole ear. Simple fix though, just switch them out with those M50 pads and you're golden.

what if i use a e11?

Haven't tried it yet, but that should work no doubt. That E11 can power some high quality headphones from what I've heard. Some 80 ohm DT770's shouldn't be a problem at all.

Overall I feel ATH-M50 is much better than ATH-Pro700MK2 because it has a very balanced in low, mids & high.
Even BeatsPro has very good bas but lacking in mids & high.
The detail & separation is very good! If you willing to spend money on a good headphone amp like Alo's Rx-MK3-B, then your ATH-M50 would be many time better than ATH-Pro700MK2.
