Well, philosophically speaking, a tool is an instrument that helps one achieve a goal, in a broad sense. Using that, one could say the name of the band - Tool - fits Keenan's goal of achieving something and is thus properly named, as it is the instrument he uses to spread his thoughts and ideas.

Existential way of thinking about it, but it beats the boring Webster way of doing it.
