So wait, I was thinking this was a new flagship M11 like an end of the line model, but it sounds like it's an update on the original M11, yes?
So what would the total M11 line Heirarchy be? M11 - M11S - M11 Pro - M11 plus?

M11 and M11 Pro are obsolete, replaced with M11S and M11 Plus.

M11S - M11Plus - M15S (Coming soon) - M17

For easy understanding, the next-generation products will be named:
M21(M11S) - M23(M11Plus) - M25(M15S) - M27(M17)

My review of the M11S:

What I like:
  • Finally a Snapdragon 660 in a mid-priced DAP. This processor achieves what I'd call "sufficiency" for running streaming apps well.
  • Android 10 is nice, shouldn't have to worry about app compatibility for a while.
  • Very high power output (670mW on BAL) and still has very low noise floor. With my old noise floor test, I couldn't hear any noise at all. I now also have a Campfire Ara that's even more sensitive, and with the Ara I can pick up the faintest hint of noise... but barely. Even on BAL.
  • Stock Fiio app is a pretty decent interface, though I do prefer to run Poweramp -- and Poweramp works well on the M11S.
  • Well-built, as pretty much all Fiio stuff is. Good materials.
  • The packed-in case has cutouts for the buttons, thank you 🙏

Quibbles:
  • It's chonky. Versus the M11 Plus, the M11S is shorter, but otherwise the dimensions are nearly identical. So it's thick + heavy versus something like Hiby R5/R5G2 and iBasso DX160.
  • A matter of taste, but personally I don't like the visual design of the M11 series. Asymmetrical and awkward.
  • Standby battery life is solid, but not as amazing as the standby life of the M11 Plus. Playback at 14 hours is decent for an Android device, but Hiby R5G2 has spoiled me with 30+ hours.
  • The play button doesn't reliably wake the device and begin playback from idle. I expect a firmware update will address this eventually.
  • The Micro SD card isn't behind a SIM ejector slot (yay) but still requires a tool to remove. Or longer nails than I have.
  • Some stock app quibbles:
    • Album art doesn't load as you scroll until you pick up your finger -- means I end up looking at placeholder art a lot.
    • I can't find a way to listen through albums of a given artist. I can play all songs by a given artist...but they play in alphabetical order rather than album order.
    • If scanning the music library takes longer than the screen timeout, the device will go to sleep and not continue scanning the library.

Overall, the M11S is a very solid option. For streaming-first listeners, this will be my go-to rec for a DAP. For FLAC library listeners, I still think the Hiby R5G2 wins for me, on strength of battery life and form factor. But hard to deny the performance benefits of the chip in the Fiio when using streaming services.

Nice review, In terms of sound quality Is there differences between hiby R5 gen II and fiio m11s? What do you prefer if you only looks at sound?

I could not describe a difference in the sound, no. I generally don't hear significant difference between DAPs apart from volume output and noise floor.
