I'm using a on board sound card that came with my computer. When I plug in my headphones to my computer and there is no music playing at times I can hear a bit of static interference and it's really annoying. I was looking at the Fiio E7 which said it works as a  high quality external USB sound card. Any Recommendations?

The E7 would be excellent in this regard.  Another credible option for ya is the NuForce U-DAC 2.
