I haven't done any A-B comparisons with other DACs, but the Arcam irDAC works very well in that capacity, in my setup. 

Arcam irDAC is a solid DAC.
It was a particularly good deal recently going for roughly $400, new in-the-box, through an Italy store on eBay. Import charges weren't bad, around $15.

What Hi-Fi loves the Arcam, from a quick search of reviews...only Chord stuff send to get them more excited. No $300 deals out there right now, though, mostly about twice that.

I dont trust anything I read in UK HiFi mags. They might be amazing products which is the real shame.

I'd probably go with the neo from those options. Winning amp of the year from a few sites too

It's all preference at that price level.  At $5K on an headphone amp/dac, there are many high quality options.
 
Personally, I'd be looking at the Hugo (used, not TT.  Which can be had for $1500ish) paired with a Liquid Glass, Studio 6, Dark Star, or Woo WA5LE.

The DAC19 is an excellent DAC choice for under a 1000$ IMO. I use a equivalent vintage DAC and am loving it

Have the LC, using it with my Pono as source. Have the MicroZOTL, use it with my PC, LH Labs 2G usb, REgen, Geek Out Special Edition, MicroZOTL. The LC sounds nice;the ZOTL sounds better.

Chord makes the best DACs I've ever heard.  Nothing against the Yggy, it's excellent indeed, but to my ears there's something in that proprietary DAC chip Chord makes that's untouchable.  The Hugo, Hugo TT, and even the Mojo are on another plane.  They're dead-quiet too and they lock instantly.  
 
I haven't heard a bad match for the Chord Hugo as far as amps.  My Woo WA5LE is currently in New York getting its guts ripped out, even direct out of the Hugo to the HE1000 isn't a bad experience.  Not quite the sonics of the Woo, but it's damn good.  
 
I could live with this small Hugo box and DSD source files and be pretty happy.  
 
But I still want the WA5LE back because it drives the HE1000 so well -- and I have a turntable and a few thousand LPs!
