I'm looking towards purchasing a desktop amplifier that will work with: HiFiman HE-400's and the Sennheiser HD 598's. I would prefer if it stayed under $200, but I don't know what kind of amp will power them both. Other headphones that I might possibly use would be the Philips Citiscape Uptown (Which is highly unlikely as they do not require an amp), and the HiFIman RE-262's. They need to be USB amps as I use my computer for music listening.

I use the Little Dot MK III with HE400s and HD650s.  It seems to work well with both.  Cost is around 200 also.

For $49.00 more bucks get the Schiit Asgard, sounds great with the HE-400 and should be great with the other phones as well.

I could not find the Schiit Asgard, and the Little Dot MK III is way too expensive. Is there any other Desktop USB Headphone AMP/DAC for around or under $200 that Isn't the HiFiman EF2A or a FiiO amp?

Look at ebay, little dot MKIII they have "buy it now" for $189 and schiit asgard brand new from their website $250 probably cheaper on these forums for used asgard.

Well the fiio e17 might do the trick with these cans.
I personally do not understand how such a small thing can drive orthodynamics, but others give quite positive feedback's on this combo.

It's honestly not a half bad combo, I still use said combo at work for until I eventually decide on a better DAC/Amp combo.

OP could look at something like a NFB-12.1 which $215 for a pretty nice DAC/amp combo (I think the only negative review I've seen is Headfonia. Though they seem to kind of be all over the place.)
