I asked because it will be near impossible get very neutral sound for such low price, but if you get something that's very balanced to begin with, you can always fine-tweak it using EQ.
Jaycar Pro Monitor Headphones are pretty neutral and perform well for the price. They're a carbon copy (as made with all of the same components in the same factory and put in the same case) of the Brainwavs HM5 ($150) and the Fischer Audio FA-003 ($170). For $50 (plus shipping from Australia), you really can't go wrong with them. They aren't the most portable, but they can be driven fairly well without an external amp, although a FiiO E6 certainly would help.

Hmm.. It seems I'll have to bump my budget to $150 then, if I can't find a reliable KRK dealer locally.. I can't buy online if not COD due to lack of credit card..

And why no suggestion about modding the Fostex T50RP to a BMF DBV #3 ? It seems to be an affordable mod of a model with a stock price around 100 $. Some users seem to report them as being in the same ballpark as the Paradox mod neutrality wise, only a touch more coloured.

You could get the NVX XPT100/Brainwavz HM5 for $100 for a while (one on preorder, one with a coupon code) but I'm not sure now. Mine were quite flat sounding but also conjested/nasal sounding. Still worth it for the $100 deal. They are the same headphone with different logos and earpads.
Other than that the SRH440 might be your best bet.
I have the KRK 8400s at the moment and I wouldn't use the word flat... They're balanced, because they have a several mild peaks/spikes up and down the sound spectrum, and they sound detailed and sharp because of it, but that's not the same as flat. Not sure if the 6400s are different or the same.
Have you considered the Sennheiser 280 Pro's? I notice they are your display photo, and they are some of the most linear and lowest distortion headphones avaiable at any price; I certainly can't see you getting any better for sub $100.
Check out the headphone datasheets at Inner Fidelity. They will tell you alot about many different models of headphones.
