In my own personal interest I want to know the best under $150. 
HOWEVER, I like to hear discourse regardless on this kind of thing.

I dont think passive noise cancelling exists nor can exist.
 
But noise isolating, probably Sennheiser hd 25 is a good place to start

Phiaton MS 400
Shure 840
Senn HD 25-1
Senn HD 280
Beyer 770
 
Of those within your budget, the HD280 is probably your best choice.

Glad to see m50 and 840 in it. I am using the UE600 with the noise isolating tip. It could block out all the street noise (only very few cars) while have my music on the 30% volume. Not sure if the headphones will do a better job...
