  So just got a Behringer UCA222 DAC and when i connect my Nexus 7 on L the audio comes out super slow??? any ideas on what is going on?

is this a problem with my USB OTG cable or the DAC?

Do you try to connect the Behringer UCA222 to a PC or a Mac?
 
Also, you could try to connect the Behringer UCA222 to the Nexus 7 using the USB Audio Player PRO, which includes its own USB audio soft-driver.
It should work.

Okay, a Samsung Galaxy Note 8 isn't an Android phone, but it should behave like one. Anyway, I recently got pushed the Kitkat upgrade on my Samsung Note 2 (phone!) and Note 8 and didn't think much about allowing it to install ... well, now my USB port on the Note 8 has stopped outputting to my amp/dac, but thankfully the Note 2 is still working.... SO, what gives?  Any other Note 8 owners have the same problem?

Now with 5.0 / Android L - the playback works natively out of all apps (awesome) but the playback rate/speed is super fast.  Everything sounds like alvin and the chipmunks.

There's an obvious issue with the L preview USB audio, I sent a bug report to Google team.The audio gets down sampled somehow, I went through the bug report and saw a line where it says the hardware decoder fails, then fallback to software, I'm not entirely sure if that's the problem though. We may have to wait for a fix from Google. If you have any problems report it to the issue tracker.

You should request Samsung to fix the issue.
 
In the mean time, you could use USB Audio Player PRO (UAPP) which includes its own USB audio soft driver.
For the time being, to my ears, UAPP is the best sound quality music player.

And the Android media player framework resamples any input sample rate to 48 kHz for the time being.

Thanks!  I just download the trial version for a test and I can now output from the Note 8 USB to my amp/dac.  The full version is $10, which isn't a bad deal and it now gives me me 2 options at work for streaming music: phone, tablet -- I prefer the tablet as to not drain my phone battery.   I'll probably end-up upgrading my Note 8 to the new Tab S tablets before end-of-year sales, so I'm hoping this won't be an issue with those as well.  Much thanks.
