It depends on the type of USB DAC: bus-powered USB DAC or self-powered USB DAC.
Some USB DAC like the Apex Glacier can be operated in bus-powered mode or in self-powered mode.

  Just got a galaxy s4 as a work phone. Does usb audio out work with apps besides usb audio player pro? Like Google Music all access?

Yes, it works with Spotify for example.
 
This is what I use:
Phone: Samsung Galaxy S4  (Android 4.4.2)
DAC/Amp: Total Bithead
Headphones: Grado SR325e

I have the Ifi Nano idsd dac and have bought UAPP app from the Play Store to hear flac files BUT my Samsung Galaxy Nexus gives me sound full of skips and pops. I am in the quest for a new android phone. Nexus 5 and Moto G are in the top of my list. I want to ask you based to YOUR EXPERIENCE, and not what you read in the internet, if these compinations work flawlessly. If I use a micro-SD card in the 4g Moto X will the flacs play? Any recommendations for the Ifi based on your experience except Samsung?

As good, as any other decent player, cause the quality is determined by your phone's sound API and hardware. Which is usually.... well.... you know... :)

I guess the question was related to the issues vomvos had, probably to see if it's maybe the DAC and not the phone, part of the problem. In my experience my n5 can play flacs through uapp and my external DAC with no pops or noises, but anyway i wouldn't use it as source due the lack of storage.

Can you please tell me what cable you are using here? Would this cable do the same job on another Android phone (like the Motorola Moto E) with USB Audio player pro and the iDSD? Thanks

It is a micro USB OTG plug-to-standard USB plug cable from Forza AudioWorks:

Apparently, the Moto E doesn't support USB OTG: it cannot switch to USB host mode, able to interwork with a USB peripheral device like the iFi nano IDSD, in accordance with the legacy master-to-slave or USB host-to-USB peripheral communication model.
