So far I've been looking at something like the E9 + E17 or E11 + E17 or something like that.

Fiio is all I really know in amps and I haven't really found much on how they work with Beyerdynamic.

I'm also looking for it to be portable.
It doesn't need to be pocket sized, I'm not always on the go. but I'm not always by my computer when I listen to music.
So like in the car or while I'm drumming or gaming or something.

Thanks.

An Objective 2  would be a nice compliment to the DT990. It is semi portable, workes with AC power or two 9 volts. It has good power, and a noiseless background.

for on the go, just use the e17, it will fit into your pocket. and i personally think the e17 is good enough to drive the dt990 by itself, i have no problem driving my dt990 with my e17. i also never experienced background noise or hissing with my e17. its a great little amp. it should also fit in your 200 bucks budget.
