An LED will work fine on AC. No blink. No need for "AC to DC circuit...." You still need a series resistor to limit current regardless if you feed it AC or DC. Feed it AC from low volt (heater winding) end of a transformer. Don't recommend feeding it AC from line voltage end of transformer...

If you truly have infinite ohms from black to white...the problem is your primary winding is open. You will measure line voltage across that winding when plugged in regardless if the primary is good or bad.

Paint is spray enamel from auto parts store. Custom only in that I applied it. The BOM and schematic....give me a day or two to see if I can share.

Often, blowing the molten solder out works well. Fill the cheeks, heat the solder, and forcefully expel the air directly over the board hole.

A dirt cheap multimeter will do fine for solid state work and the occasional repair around the house. But they probably have zero safety features for you or itself. This is how they cut corners to save money. You should get something better if you get into tube amps or measure line voltage...
