Both are fantastic micro hifis. I would audition both if I had the chance, but I personally prefer the look of the 30 over the 31. Either way, you're going to get something relatively decent. Are they brand new? or are they ex-demo?

can you try before you buy at the store? that's the only way. Or maybe find an authorized Marantz Pro dealer and see if they have a model you can try out in your city. That's probably best.

Depends on your fault. I've never replaced CDs from hearing glitches in the music (could be pressing or recording errors). However physical errors I just recently asked the local mobile fidelity distributor to replace one of my CDs, and they gladly offered to send a replacement.

When i think small footprint, i think Cyrus as well... but they are pricey. Probably best check out the CD6. The CD8x is very expensive. I hear rave reviews about the Musical Fidelity X-Ray V3 CD player. Then again most of these are players which require a serious investment.
