out of interest, is there a technical limitation as to why the FiiO e17 has been successfully made to work with the Nexus 7 with a hacked firmware, but not the Galaxy S3? Is it just a case that a developer has not yet made that modification to an S3 firmware?

Yes.
The USB descriptors of the E17 firmware don’t completely conform to the USB specification.
Samsung or some modder could provide a modified and more tolerant USB driver to fix this USB descriptor issue.

It should be adapted to the hardware of the Galaxy S3.

So far, like the quad-core Exynos powered Galaxy S III, the new quad-core Exynos powered Samsung Galaxy Note II can work with the iBasso D12, the ODAC and the VentureCraft Go-Dap X; has some issue with the HeadAmp Pico; and doesn’t work with the FiiO E17.
So, in regard to standard USB audio, the behaviour of the Galaxy Note II is likely identical to the behaviour of the Galaxy SIII.
