Macy Gray.  To me, her voice sounds like someone who is drowning, and is completely confused about it.
 
On a side note, on her one big song that got played every three seconds about 10 years ago (I refuse to do an internet search to find the name of it), it sounds like she says, "I fart golf balls when you're not here."  Take a listen.
