It's a Chrysopa oculata or a similar Chrysopidae, I would think. They're useful to have around, they eat the lice off my chili plants. And their eggs have amusing stalks.

Thanks! Actually, after a day of thick fog over the lake, the sun finally broke through just before sunset. No filter, but edited in Sigma Photo Pro.
