I need an amp preferably under 100$ that could drive a pair of XB700 the best.  I have been looking at the Fiio E7 but I do not know if there are any better ones.  One thing that I am looking for though is portability... like something that i could simply strap to the back of my ipod.  I want something that could possibly add to sound quality or bass, if at all possible.

I have heard from many people that they sound much better with an amp.  Im not sure though if I need the DAC that comes with the E7 so in that case I might go with an E11.  I have heard that the xb500s do not need an amp though.

i tried the pb1 toucan with the xb700 and they sound great, you can try ibasso D-zero to pair with the xb700 since they pretty much share the same sound signature with the pb1 toucan, the toucan is only more powerful IMO

I have a Sony XB-500 myself, and using my Fiio E6 really helps improve the mid-range.

Amping the XB700's might not give you the clearer results you are hoping for.  For $100 you might be able to find some Creative Aurvana Live! cans and add an inexpensive amp later, like the JDS labs cmoybb.
