This sounds like a corrupt sector of the Windows partition.
You can use a GpartEd disc to delete the Windows partition, re-allocate it and reformat.
Hard drives can fail anytime, and if it were me, I'd use this as an excuse to upgrade to a larger drive. They are really getting cheap these days.
Also, you might look into using a Bart PE disc to recover any data/files you'd rather not lose.
