I just ordered a pair of MEElectronics M9 and SoundMAGIC PL-30 and I'm debating between two portable amps at the moment.

1. Hi-Fi Stereo Amp CMOY Headphone Amplifier

2. Fiio E5

Any other recommendations for something that is under $30?

No other suggestions for you, but a vote for the FiiOs on the basis that it runs all of my headphones very well indeed. It has a nice neutral sound with the benefit of bass boost for the more sensitive cans, should you want it.
