This was also an issue on R8, and the Hiby rep said that there is an issue with the Amazon app itself:

I don't even have access to Amazon HD in my country. If you ask me, they're not really serious about their music business, not yet anyway.

I guess it is because music streaming is not their core business.
That also explains why HD and ULTRA in new countries are rolling out so slowly, Amazon just doesn't care..

Not just the music streaming client, but also their Prime Video application was (maybe still is) horrible.

They have improved it a little...but ... no where near the lvl of Netflix. It is enjoyable for free here and there though. I just don’t like how slow they update their Libra for new releases
