Some simple things to try before opening... (Many you have probably already done...).
1) Try connecting to a different USB port on your PC. Sometimes port connections get dirty or are not compatible with older devices. USB-1 Ports seem to work with everything where Faster and USBC ports sometimes do not. (This will ensure it's not just a poor, bad, or incompatible USB port on your PC,
2) Try connect with a different, known good, USM cable. (To be sure it's not a cable problem.)
3) Sometimes the battery can totally discharge if left ON by accident... When this happens it may not charge from "higher" power USB ports. (Believe that some internal protection circuits sometimes prevent charging when matter voltage gets really low.) Plugging into an old, low power (500mah or less) charger, or similar port on an older laptop, can sometimes allow it to start a charge. Once voltage come up just a bit, charging can be done normally from higher powered USB ports, but I'd avoid high power USB-C ports just to be safer. Once it gets above that low voltage, PC should recognize it. ( IF this does not work, might need new battery.)
Just some ideas to try... Good Luck
