I reckon the shures are a fairly decent shout.
are there any over ear 'phones you like the sound of?
also do you feel comfortable buying from the US (im from the UK, and we get screwed on everything pricewise)

Grado are also over ear. get a CIEM from Cosmic Ears. You should get a twin BA in a micro shell with a premium straight down cable. You will not go wrong with that!

Cosmic Ears are new so thats why the low profile but the quality is amazing. I am specifically recommending that model as it is a safe enjoyable sound many will enjoy with great comfort, isolation etc. You will not get any custom fit for the price other than these anyway!

I have a few models and i would say that the twin are very well priced and under your budget, its only your first step so you can save a tad of money, these are also i think great for a first top IEM and the micro shell is the most user friendly insertion wise and look wise. The full shell is way better at isolating, actually, up to you what shell you go for, check this out:
i only recently looked at the cosmic ears website
and i'm soon to purchase one of their creations i think..
I'd go for them if it was ANY way possible.
