Try a simple wire to dave and grounding and its gone.it comes from the display chip thingy icw the unshielded rca input and prob some noise that bounces in that kind of situation. But thats were groundings are for so fixed.
Someone should just put the Dave in a new properly sized and dampened case and separate all the internal modules in their separate compartments. While at it they can toss out the $14 SMP and install a proper power supply (SMP or Linear should both be fine) - maybe the dac won’t sound thin, anemic and unmusical with a real power supply and better electrical noise isolation

On measurements it's just possible to resolve it, but you are looking at something comparable to the FFT noise floor, so insignificant.
Nobody has ever reported hearing it though, and that's consistent with the measurements. This sounds like an issue solely with the Feliks - perhaps a grounding or RF issue. Perhaps the Feliks is picking up EMC multiplexing noise direct from the display via the air.
Keep the power supply in order, with a dedicated meter only for the Hi Fi system, keep the wiring in order.... Take care of every shape
Of mechanical vibration and keeping as far as possible the Dave from Mscaler made me reach an almost definitive result .... At least for a few years!

FWIW, no new DAVE any time soon. In this video, Rob Watts states that the product they are coming out with next is an Ultima DAC costing around $100k!:
