Burning in without Amps. Is it safe?

I think the whole "burn-in" effect can be compared to how sometimes when you hear a new song on the radio, it may seem strange or even irritating at first. However, after hearing it a couple more times, at a public venue, or hearing your friends listen to them, you realize that hey, this song is actually kind of catchy, I like it!

I think that you are spot on there. Headphones, where the sound 'grows' on you, like certain music does, have supposedly 'burned in'.
