Beyerdynamic DT990 Pros (250 ohm) w/ Soundcard or Amp/DAC?

Hi, I want to use Beyerdynamic DT990 Pros with a laptop now im wondering which will work better, these are 250 ohm headphones.

Is the fiio e10 a desktop amp/dac?
Which would sound better and have better volume?
Budget: $60 (For the sound card/amp/DAC) Any suggestions? Ideas? Please Post!

The Fiio E10 is a USB DAC/AMP for the desktop. It would give you way more value than the sound card over time. Super easy, no drivers, no software, just plug it in and you're good to go. Plus it can be used on any machine, no opening of machines to "install" or any of that crap. The E10 with the DT990 is a great setup too, lots of synergy, sounds excellent.
