My Xperia Z1 simply detected the X3 on DAC mode, just by plugging it in. X3 woke up from sleep and immediately went into DAC mode.
It is showing up as 192kHz 24bit DAC on USB Audio Recorder Pro and sound comes out of it.
 
Did you change the USB mode of your Android to debug mode?

Just want to put it out there in case it hasn't been mentioned yet....my galaxy S4 from Rogers works with the old Fiio E7. I know the E17 has been confirmed and I have the E17 as well.

I think the E7 works for most galaxy models since the S3.

  Has anyone had issues with audio being distorted with their android device? Trying to figure out where to start troubleshooting.

What phone are you using? I don't think I've had distortion since the galaxy s2 .. which was like 2 years ago
Has improved a lot since but I think it is still a little bit behind apple with the exception of possibly the note 3
