Just received my HD650's, and i'm enjoying the sound alot; however, i'd like to buy an amp to go with it as to improve the sound quality - My budget is around $250, although this can be changed if needed. All my music is FLAC/320kB mp3 and it's currently plugged into my (extremely terrible) laptop. 

I just received my new Sennheiser HD650's and i'm enjoying the sound alot; however, was wondering if buying an amp would be worth it, as i'm not sure how much the SQ will improve. 

For example, take the two amps NuForce Icon HDP and Nuforce Icon HD. It's my understanding that the HD doesn't have a pre-amp; what does this mean? What can't it do?
