Ok you came upon $4000 that you could spend in any way you wanted. What would you buy?

Two Marantz 8Bs and Quad ESL-63s. I could pull that off with enough searching and would happily take the time to come in under $3,000.

Go on an extended vacation till the money runs out. I haven't traveled nearly as much as I've wanted to and if that kind of cash comes my way I'm going to do something to fix that little problem.

For me, can you say Weebl/Blue Hawaii and some Stax Omega2?

(actually, the cost of both together is almost exactly $4k)

I second Eric's choice of the Blue Hawaii, Stax combo.

Has ZZZ started to commercially offer the Weebl, or does $4,000 just include the amp parts, and the headphone?

No, it would cost about $2000 in parts for me if I built one myself. I suspect and hope that ZZZ would charge at least that for labor, judging by the complexity of the project. (Zzz has said he'd be willing to take orders if anyone is interested) The Omega2s are about $2k from EIFL (as Kevin Gilmore states in the KGSS article) or can be had for $1800 from AudioCubes.

I think I'd buy some B&W 804s first...
