The city was redoing the sidewalks on the street our apartment building is on. It was done by the city, and I guess they could start as early as they wanted (6:00 sometimes) and go as late as they wanted (past 11:00 many times- even on the weekends).
A few people complained and asked them to start later and end earlier. Eventually the city gave in and said they would oblige- but they were already done with the construction and cleared out of there that day
Unfortunately for you- this will never end as long as there is grass and trees...
Check your city's noise ordinances. There should be limitations on when noise can be made, usually restricted to certain hours during the day. There might also be limitations on how many dB of noise anyone can make at any time. If they're violating any ordinances, get the police to cite them.
If they're not violating any ordinances, talk to the people who hire them and ask if the work can be done later in the day or on a weekday. You might want to get some of your neighbors together, too, and schedule a meeting with everyone. They might be reasonable and change the hours.
Then there's always soundproofing, if you like DIY projects.
We always put up soundboard in the apartments - really does a good job with noise and keeps tenants happy.

Seriously, though, try and have a word with the workers, and get contact details for whoever they work for. If they won't cooperate, try your local authorities and file a complaint.
