That round top mica with no teeth is a bit tough to place. Doesn't match up with the known styles a lot of the brands use. Could be RCA, could be a variant of Japanese production. Could be eastern European import. I think the plate is consistent with RCA tubes of the era, but not the rest of the construction. It's tough to be definitive on this one for sure.
Unsure exactly when they were manufactured, but I can almost be sure it was some time between 1942-1959. On their boxes we can see "Sylvania Electric Products Inc.", which according to some brief historical research, that name would've not been used after 1959, when Sylvania merged with GTE and became a subsidiary of them.
Besides the "W" you see on the base, there really is nothing else to go off of to date them, or determine where they were manufactured outside of "Made in USA" on the base.
There is a line of Philips BEL tubes. BEL is Bharat Electronics Limited. It manufactured tubes with equipment / tooling provided by Mullard and by Philips to their specifications.
