So I'm throwing down the gauntlet here...
You can explain why, or leave it unsaid. Can be tears of joy, too. Doesn't have to happen every time you hear it, maybe just once.

Chocolate Genius-- "Black Music". Track: "My Mama". So sad, if it doesn't move you, check your pulse, you might be dead.
Beth Orton-- "Central Reservation". A number of tracks have made me well up. Something unreal about that voice...
American Music Club-- "San Francisco", "Mercury". A number of tracks.
Luka Bloom-- "Riverside". Track: "You couldn't have come at a better time".
Jeff Buckley--"Grace". Track: "Last Goodbye".
Mark Eitzel--"60 Watt Silver Lining". Any number of songs here.
Counting Crows-- "August and Everything After". Crucial album from a crucial period of my life.
Everything But the Girl-- "Amplified Heart", "Walking Wounded"
Damien Jurado-- "Ghost of David". A few tracks here get me.
Indigo Girls-- Especially the self-titled album and "History of Us".
Van Morrison-- Too many songs to mention.
Morrissey--"Bona Drag". Track: "Late Night Maudlin St."
The Smiths-- Just about anything off of "Hatful of Hollow" and select tracks from "Meat is Murder".
Joni Mitchell-- "Blue"
