When I first saw the construction image, I thought it was a closeup of a very detailed model. I'm not entirely sure why. I think it was the blurring, which implies a close target.

I think the added blur works better when it's the whole image and not just bands.

Yep, that's what a tilt-shift effect should have on a shot like that, making it look like a small scale model by selectively blurring.

but that particular shot is photoshopped, not with a real tilt-shift lens, am i right?
