This is more of the apps' capability - not the unit itself. Well correction, this is also how the OS was tailored to (if it can install Android apps) - but to directly answer your question, Yes it can. I have a few Spotify playlists downloaded and i listen to them offline with no issues.

Are the offline songs saved to the SD card or the internal memory? I'm currently considering this DAP, and Fiio X5 iii since I'd need the occasional offline spotify playlists. I am aware that doing a factory reset on Opus#3 will erase Spotify (and any other sideloaded apps). Will this delete the saved offline files too (whether saved in internal memory / SD card)?

Spotify has the option for you to change save locations. Once the app is deleted, it will of course delete all associated files - including saved ones.

I don't own the ie800 so i can't really comment on that. But at 16ohms, both units won't have any issues driving them. I have a 31.5ohm IEM and it drives them without breaking a sweat.
