So that's 2.6W at 150ohms. Definitely not a lot of amps that can do that, very few under $1000. Flux FA-10 which has been recommended seems like it can probably do that much, not sure if there's anything else..
For those on the budget you can still find used Emotiva BasX A-100
Power Output (headphone output; direct drive mode)

47 Ohms: 8.5 watts / channel

The OOR has
Gain (dB): Balanced -4 dB, +6 dB, +16 dB
Output Power Balanced: 1.6 W into 300 Ω, 8 W into 60 Ω

meaning with +16 dB you get 8W into 60 Ohm, right?

If so, how much W with - 4dB into 60 Ohm?

Let's say the DAC has 4V standard on XLR outs... now which variables determine a result of 80 dB into 150 Ohm of Tungsten?

What would be the difference in Volts required for 70 vs 80 vs 90 db SPL

Unless you measure it, I don't think you can really be sure. You don't know what the DAC is putting out for the power they list. And you can infer what the power would be at a particular resistance based off the listed numbers at different resistances, but you can't be certain unless you have knowledge of the internals of the amp because amps having nonlinear resistance vs power is a thing.

Also being able to reach 80dB or even 90dB isn't the challenge. A lot of the difficult arises from trying to reach upwards of 120dB to have enough headroom for dynamic peaks and potential EQ. Could need a lot less power if you don't listen to music very loud, don't plan on doing any sort of EQing, don't have songs that don't have that much dynamic range.

All this amp talk got me hot! Jotunheim 2 and Mjolnir 3 have both driven SS Tungsten fine for me, as has MT-604 of all things, but the disease being the disease, I ordered a Flux Mentor last night. We'll see how well it does, hopefully in a week or so.

It has 33.5W in 32ohms😵,
And 6.4W in 300ohms.
And even on stereo mode it's freaking impressive that amp.

Gustard H26 has 3w+@150ohm you can take a look.
Haven't seen any reviews from that amp yet, does anyone have it so we could get some impressions and how it does against other amps in the price range?

I ordered a single unit for now, those specs are for the dual sync'd units. The single unit should have about 60% more grunt than Mjolnir 3 so we'll see if there's any improvement. I'm guessing that bass might improve, but the loss of zero-feedback mode might hurt up top but we'll see.

I have it myself but i don't have tungsten yet but tonight i passing it to my friend which has single tungsten to try. Gustard told me it has ard 16.34v/3.6w@135ohm.
