Sorry but you are wrong. Paypal has done the exact same thing to me before. This is on Paypal's end, not his. I had an item on Ebay once that I sold outright after canceling the auction. About a week later Paypal locked me down while the matter was under investigation while I had done nothing wrong.

I figure it has something to do with the fact that since he refunded the money Paypal doesn't get to keep their fees and they want to investigate in order to find out what's going on. Also with all the opened cases against him, I'm sure that has something to do with it as well.

If you read previous posts, the "refunds" were received MINUS the paypal fees...which means, they were not refunds at all, but payments. This whole debacle stinks the high heavens...

Wow that's a ballsy move... I wonder if he's in the situation where he's already spent the money and pulled this stunt in a dumb desperation move or if this was all calculated from the start.

With the direction this is going.. escalation to the father/authorities might become necessary :/

I did read that. But that has no bearing on the fact that Paypal can (and will) investigate any activity on anyone's account at any point for any reason they deem necessary.

It makes me sick that Paypal is such a necessary evil. They do as they want and always dick their customers. Last year they had a $25 rebate if you spent over $100 at certain e-tailers. Needless to say I never got my $25. I hate Paypal.

Everybody chillax, I have had good communication with Quang:

Q says:

"UPDATE:I just got off the phone with paypal. What will happen is that everything will be reversed. I will have all the money in the protransactions@yahoo.com account, which the paypal guy reopened. The paypal guy went ahead and refunded the money to you guys straight from the protransactions account. Im guessing this will bypass the fees because it is a refund.

The downside is that this will take 2-3 days max. Feel free to email me anytime for any details you want explained.

Now, tell zhix that he will be the only one that this does not refer to. I opened a new paypal account and paid him via my credit card for his refund. His funds should NOT be held because the refund did NOT come from protransactions or ashley.stallard. Tell him that I will, however, do my best to refund the $8 that he lost. (He paid me $290, I paid him $300 but the fees took it down to $282).

If in 2-3 days this transaction does NOT go through, I will immediatly call paypal and see what is going on. However, i doubt this is going to happen.

To anyone thinking that I am trying to scam them again, or anyone pursuading people that I am trying to scam them again, please post this email and the proof that I responded to your emails VERY quickly. Im tell you, i've converted to the good guys man."

I got an actual refund this time, so no fees are lost.

i don't see why he just didnt' refund all the original payments. there would have been no problems there.

i still think he's trying to take the money. all he has to do is refund my original payment, which would also make it EASIER for him since he won't have to deal with paypal fees. i don't see why he's doing it this way.

it's not going to be a refund because i never PAID that account in the first place so i'm still going to be out $9.

Eh, what? That scenario isn't even remotely similar to this one. In your case, the payment you recieved from the buyer may have been made in fraudalent circumstances: hacked account, fraudulent card, fraudulent bank account, insufficient funds in bank account, multiple third party access, etc, etc.

I'm not sure where this 2-3 days crap comes in, he obviously made that up, but I'm not sure why...

Paypal is truly the pits. At work, we used Verisign as our credit card processor. Paypal bought them last year. A couple of months later the problems started. We have 14 different accounts that were paid for with POs for 2 years in advance when we used Verisign. Paypal had no way to do POs. They expected corporate clients to give them a credit card number that they could charge monthly for each account. They are chronically short staffed, and the staff doesn't talk to each other. They kept turning off accounts. We'd call get it straightened out, someone would turn around and turn off the account again. They also continuously change what credit cards we take.

I doubt that they'd be able to stay in business if not for eBay. They're driving away all of the corporate clients that they got by buying Verisign.

Paypal is nice if you like convenience in letting your money go. If you want it back, then you are probably screwed. Always use a credit card, and preferably deal with people in person in a safe location.

Anyway, I'm just glad this is finally getting some resolve. I think we can all agree Paypal is as big a screw up and this guy trying to rip everyone off.

That's not true.

The payment got held as well and the claims are NOT refunded.

I'm back to square 1. NO REFUNDS.

This is getting very tiring. I'm going to call paypal today.
