I'm pretty sure it is the phone and not the dongle that implements and enforces the EU cap

What a bummer about the EU volume cap still remaining even with the dongle. It makes me glad I uncapped the dreaded EU volume cap when my iPhone was Jailbroken. It looks like even though the UK got out of the EU through Brexit that us British DAP users are still screwed. :(

I will try to score a north american dongle to connect the last dot.

But iPhone serial number leads the charge hear i am afraid.

Skip the last two volume squares of your US iPhone and welcome to EU hacked amplifier.
 
Nasty in it self, nasty for aux in of hifi /car radios and nasty for wide volume range material, nasty for full sized headphones but above all:
 
Nasty that a corrupt politician puts his hands in my volume rocker.

Initial limit of 85dB which can be disabled for a maximum of 100dB when using the supplied Earpods.

Music players sold without accompanying headphones are not subject to this limit, which is why iPads can go louder than iPhones/iPods in the EU.

Incidentally I live in Switzerland, which is not part of the EU, but we still get capped phones.

Wow that doesn't seem very bright to me. There are so many things more destructive than a loud earbud that they do nothing about. Smh.

 What is the benefit of imposing a volume cap in EU? Lower health care costs for aurally-impaired people?

 
Information can lower health care costs. Not overkills that harm the listening of those people that use big cans or listen to classical.
 
I am sure that capping car speeds to 50 mph would lower health costs but they do not do it. Why?

Tinnitus and hearing loss. However, what the EU politicians don't understand is that all music isn't recorded at the same volume so some tracks may need the volume higher which is impossible on the EU DAPs and phones.
