I'm looking for an amp for the DT 990s 250 ohm that doesn't emphasize the already high treble. I've looked into the E09k and the magni but it seems they only make the problem worse. Can anyone recommend a cheapish amp that'll help here.

I've used the FiiO E11 to drive my DT990/600 ohm and think it's a decent pairing.  You might also want to check out the JDS Labs Cmoy.
