saw one of these for sale on ebay for 1500. looks a little beat up, unfortunately. wish I had the money to buy it.

Yikes, that "fraying" looks like serious damage.  Don't be fooled "easily fixed" sounds like a big-ol steaming pile of pasture pudding.  Getting a replacement cable if possible surely won't be cheap (I didn't see the HE60 on Sennheisers part finder).
 
And you really don't want to use a electrostat with a damaged cable.

I'm wondering where can one find the place to buy the replacement? It's not the same pads as the HD6XX, right?

They are no long in production, friend will have to make it for you. it is not the same as HD6xx pads, HE60 uses pleather or something.

He60 is a great phone, and not called the baby orpheus for nothing. But in the ranking of sennheiser phones it's deff a step below the hd800. It's smoother then the hd800. but it lacks the detail and sountage. 800-1000 is a fair price for it with the hev70, anything else is nuts.
