I'm looking to buy a PMP with a budget of about $350. 
 
I'd be using them with Sennheiser HD25-1 IIs. Suggestions???

I've pretty much 100% decided to go with the j3. I didn't know it was within my budget originally, as I misread what the price was.
Super stoked.
 
Do you think it's necessary to get an amp???

Nope, the J3 is pretty powerful and should be fine with hd25's.
Also, it doesn't have a line out so I wouldn't use an amp with it anyway.

I think the Cowon J3 is a great way that makes you really appreciate the difference a source can make. Id recommend that.
 
It also does great without and amp!
