Ground loop problem?

When I have my i-Qube connected to my sound card's line out, everything is fine, but when it's hooked up to a DAC that's powered by an outlet, and I touch it, there's a slight buzzing sound. It's also noticeable when they're not connected, but I touch both of them. Is this a ground loop problem? My other portable amps have never had this problem.
 
Both the i-Qube and DAC are connected to the same power strip.
 
My i-Qube just seems super sensitive to any form of electricity. When the battery needs recharging and the led is flashing, I can hear a small click as it flashes on and off. Is this normal also?

Doesn't sound like ground loop. It seems to me that your i-Qube has very high impedance internally but has insufficient shielding. Therefore, it picks up very weak noise/interference and amplifies it. The buzzing sound is the 50 or 60 Hz AC frequency.
 
Is your DAC's chassis grounded properly? If the chassis of i-Qube is metal, you may also try to connect it to the input ground line.
