Albums work as albums when there's a flow from beginning to end and the whole thing sounds like it was meant to go together in exactly the way it did. So things like "Fitter, Happier..." doesn't hold up so well on its own, but OK Computer wouldn't be as strong without it so I can't think of it as filler. And then there are albums like Floating Into the Night where the songs all flow together to the extent that even though I've heard the record hundreds of times I still can't tell where one song ends and the next begins.
 
I wish I could throw something into the list by John Fahey, but almost all his best albums have a few tracks that, well, they aren't always filler, but they change things up too much. I have a suspicion that he did it on purpose, or he didn't care about sequencing enough.

Ok, I know I'm probably going to get ripped by like a million people, but I'm willing to say
 
Linkin Park - A Thousand Suns
 
To me, this album embodies perfection. You may say that some of the songs are fillers, don't need to be there, etc... but thats because, IMHO, you didn't listen to the album properly. The best, and only, way this album should be listened to is by starting at the beginning and going all the way through without stopping and without getting distracted. Otherwise you won't get the full effect of how truly great it is. Honestly it is one of the best, if not the best album I've ever bought.

I still haven't discovered a 'flawless' album, maybe i'm being a little bit critical, but although I thoroughly enjoy some albums that are timeless - I still can't find an album that doesn't have at least one 'filler' track (track that i'll skip 90% of the time).

Their only album without any filler material IMO. Symbols comes close but Spit Sperm was a bit disappointing.
 
Nine Inch Nails - Pretty Hate Machine
 
One of the albums that defined industrial music, along with The Land of Rape and Honey (great album, but far from flawless).
 
Front Line Assembly - Tactical Neural Implant
 
Another industrial classic, only 9 tracks but each one is a classic. Maybe my favorite album of all time.
